Ще има ли опростен контрол за стопанства до 5 ха?
Всички фермери са обект на условността, но държавите членки да могат да въведат опростен контрол за стопанства до 5 ха. Това е едно от специфичните изисквания на ЕП относно новия програмен период. Темата беше обсъдена по време на последния триалог на 2 март във връзка с Пакета за реформата на ОСП след 2022 г.
Ново в ОСП: Схеми за качество, управление на риска и застрахователни премии
Търси се компромис и относно процента на контролната извадка и прага за неприлагане на санкции. Повечето държави членки подкрепиха предложението на Португалското председателство за запазване на 1% контролна извадка. В замяна обаче да бъде включен праг от 100 евро, предложен от ЕП, за неприлагане на санкции за условността.
Другите два въпроса, по които се търси споразумение, са прозрачност относно бенефициентите и прилагане на инструмента за добиване на данни ARACHNE. Повечето страни подкрепят тази прозрачност, но спрямо ARACHNE имат резерви. Преобладава мнението, че той трябва да се прилага доброволно и да има преходен период за въвеждането му.
Португалското председателство продължава да работи по въпросите, за които се търси компромис. Първият пакет е за таргетиране на директните плащания и обхваща тавани, преразпределително плащане и дефиницията за активен фермер.
Вторият пакет е относно стабилен нов модел на прилагане и запазване на общността на ОСП. По Хоризонталния регламент се работи по новия модел за прилагане и за защита на интереса на ЕС.
Новата ОСП ще продължи да бъде тема на ожесточени дебати на Съвета на министрите по селско стопанство на 22 – 23 март и на супертриалога между ЕП, ЕК и Съвета на ЕС на 26 март.
